perméable et l'univers du libre s'impose dans les technologies, les infrastructures

été oubliés. Bien des services en ligne ont mis des mois à être

sans la pluralité des langues ? Le public offre à ces services en ligne son contenu
sans sourciller, partage et alimente ces bases de données immenses. Mais que
reçoit-il en retour ? Il est tout à la fois acteur et consommateur. Il est un leurre
de croire que ce fut l'utilisateur qui est au coeur de ses outils, ce fut d'abord l'utilisateur

p class=spipAlors comment se situer dans cette crise avec les Espaces Publics Numériques ?
Leur avenir est plus qu'indispensable en moyens d'investissement et de fonctionnement. Sur les
ateliers et l'offre en EPN : Revenir sans doute à des basiques, réalimenter les
sensibilisations et les initiations avec un esprit critique, réintroduire le choix chez les
apprenants : Non, Google n'est pas l'unique moteur de recherche !... Non, Skype n'est pas le seul
outil de VoIP grand public, etc... ! Et ce ne sont là que quelques exemples. Montrer le
chemin des possibles sans induire tel ou tel outil, tel ou tel service. Apprendre à faire
découvrir, éveiller la curiosité d'esprit auprès des publics.../p p
class=spipIl y a aussi fort à s'interroger sur les services pérennes où ce ne
sont pas des scénarios d'usages qui se présentent mais des initiatives portées
par les acteurs de terrain et les utilisateurs. Le pragmatisme est bel et bien là. Bref,
passer concrètement du dire au faire. C'est modestement ce qu'essayent de mener comme
projets des Espaces Publics Numériques de Wallonie et d'ailleurs./p p class=spipLa crise
économique faisant, l'outil pour l'outil dans sa variable gadget ou dans une simple
dimension communicative/promotionnelle (induite ou non) n'a pas de sens et n'a plus de sens...
Retrouver du sens à ces applications que ce soit dans une démarche d'utilité
ou de création. Encore ne faut-il pas oublier que ce sens ou cette utilité doit se
conjuguer avec une humanité et cela, les animateurs d'EPN savent faire et que ces outils
doivent faire un effort en terme d'accessibilité, de respect des normes et également
dans leur capacité d'appropriation à différents publics et non pas seulement
aux technophiles avides de nouveautés (“early adopters”)./p p class=spipIl y
aura peu de choix dans les prochains mois : se préoccuper des publics les plus
fragilisés va inévitablement devenir une priorité pour les EPN avec tous les
efforts de projets que cela nécessite et de disponibilité. Prioritiser une
démarche d'insertion sociale et de chemin vers l'emploi va s'avérer un besoin criant.
Cela se fera aussi comme dans l'instant présent ou par le passé par des partenariats
locaux avec des acteurs sociaux, publics et économiques concernés./p p class=spipLe
Monde a changé. Et laisser la place à du débat, à des débats est
aussi une variable de premier plan. L'internet citoyen dans sa diversité a son mot à
dire tout comme les penseurs de ce temps, le secteur public, le monde de l'Education et les acteurs

non-ethnocentré sur la société occidentale et prendre en compte la

There was a funeral for Choi Jin Sil yesterday. Anyone who knows her must have felt sorry for
her suicide. It was a big shock that she was loved by fans with images with hard-work, diligence,
and frugality. Through this writing, I would like to pray for the repose of her soul. The major
voice of media and newspapers why she committed the suicide is due to netizens who use the
Internet. Even though a cause of her death was partially from netizens’ sinister bullies in
the Internet, I can’t agree with the enactment of cyber contempt because it will fall into an
ambush to this information-oriented society and it will press down freedom of expression,
fundamental issue of democracy. The police investigation should look for the reason of her death
and, if it is from netizens, they should enact legitimate punishment to those netizens. However,

in Texas, where during the tech bubble folks were walking around saying that it was nothing
compared to the real estate crisis of the late 80s. So now seemed like a good time to chat with
Austin Ventures, which has been investing in the state since 1979 and announced two
funds worth a total of $900 million in September, a few days after the markets started to
collapse.
I spoke with general partner Chris Pacitti, who told me that once the firm, which has a
reputation for being financially-oriented rather than operationally-oriented, saw the crunch
coming it kicked its fundraising machine into high gear. Now Austin Ventures has $300 million for
early-stage deals and $600 million for growth equity.
When it comes to recession or depression fears, Pacitti talked about the fine line entrepreneurs
will have to walk between cutting spending to a point where they can last through a protracted
downturn and shrinking to the point that they can’t compete once the dollars start flowing
again. But he also said that this time around, many of the startups are well positioned to
withstand a downturn, especially those with recurring revenue streams.
“We’ve seen this movie before, but this will be different than the last
downturn,” Pacitti said. “The economy will be worse, but this is not a tech-led
recession that we experienced before with lots of overfunded sectors and business models that
didn’t work.”
In his mind, most of today’s startups (especially those at Austin Ventures, which
didn’t make a lot of Web 2.0 and cleantech bets) have the type of subscription-based
revenue streams that could see them through a protracted downturn. He also sees Texas faring a
bit better than the California tech scene.
“There aren’t a lot of cleantech investments here that need a lot of capital, so that
will be a net positive,” Pacitti said. “Basically those are large, capital-intensive
science experiments that need a lot of project finance. That is very difficult sector to be in
right now. We have a different mix here, and are focused on software and media plays.”
For those wondering how to achieve the fiscal discipline to hang on through the downturn, Pacitti
put it simply, “This means the CFO is back in control.” For a venture firm that
prides itself on financial acumen and strategies, that’s music to Austin Venture’s
ears.

formed in the wake of tectonic convergence between India and Asia. Although far less enquiry has
addressed the controls on river incision into the plateau itself, widely accepted theory predicts
that steep fluvial knick points (river reaches with very steep gradients) in the eastern Himalayan
syntaxis at the southeastern plateau margin should erode rapidly, driving a wave of incision back
into the plateau. Preservation of the plateau edge thus presents something of a conundrum that may
be resolved by invoking either differential rock uplift matching erosional decay, or other
mechanisms for retarding bedrock river incision in this region where high stream power excludes the
potential for aridity as a simple limit to dissection of the plateau. Here we report morphologic
evidence showing that Quaternary depression of the regional equilibrium line altitude, where
long-term glacier mass gain equals mass loss, was sufficient to repeatedly form moraine dams on
major rivers: such damming substantially impeded river incision into the southeastern edge of the
Tibetan plateau through the coupled effects of upstream impoundment and interglacial aggradation.
Such glacial stabilization of the resulting highly focused river incision centred on the Tsangpo
gorge could further contribute to initiating and accentuating a locus of rapid exhumation, known as

strong interest with regard to their role as putative neuromodulatory molecules. Whereas the
functional role of D-serine as an endogenous coagonist of NMDA receptors (NMDARs) has been
elucidated, the biological significance of D-aspartate in the brain is still mostly unclear. In the
present study, we demonstrated that nonphysiological high levels of D-aspartate (1) increased in
vivo NMDAR activity, (2) attenuated prepulse inhibition deficits induced by amphetamine and MK-801
[(+)-5-methyl-10,11-dihydro-5H-dibenzo[a,d]-cyclohepten-5,10-imine hydrogen maleate], (3) produced
striatal adaptations of glutamate synapses resembling those observed after chronic haloperidol
treatment, and (4) enhanced hippocampal NMDAR-dependent memory. This evidence was obtained using
two different experimental strategies that produced an abnormal increase of endogenous D-aspartate
levels in the mouse: a genetic approach based on the targeted deletion of the D-aspartate oxidase
gene and a pharmacological approach based on oral administration of D-aspartate. This work provides
in vivo evidence of a neuromodulatory role exerted by D-aspartate on NMDAR signaling and raises the
intriguing hypothesis that also this D-amino acid, like D-serine, could be used as a therapeutic
