are also to be launched to give the public clearer information on how criminals were sentenced in
local courts, while communities are to be given a bigger role in deciding what form of community
punishment local criminals should be forced to undertake. /ppThe government also highlighted a
pilot covering 25 local councils administering housing benefit to 500,000 claimants, saying "voice
risk analysis technology" will be used to test whether a claimant is providing false information.
The government first introduced the technology in Harrow in north London last year, but now says it
plans to make the technology available nationwide. In the first three months Harrow council saved
£300,000, suggesting levels of benefit fraud may be higher than government estimates.
/ppMinisters are taking the action even though benefit fraud is now officially at the lowest level
ever recorded, down 66% since 2001. /ppThe government currently withdraws benefit for at least 13
weeks to anyone found making a fraudulent benefit claim twice in five years, but said it intends to
harden this process by punishing first-time benefit fraud with four weeks' withdrawal. The action
will be taken against those that suffer an administrative penalty and those found guilty in court.
/ppThe Department of Work and Pensions applies civil penalties where the fraud is worth less than
£2,000./ppMinisters also announced plans to make claimants for employment support allowance
(ESA), the new incapacity benefit, commit themselves to complete an action plan designed to make
them "work ready" in return for benefit. /ppa

children aged between one and seven are also to be required for the first time/a as a condition of
benefit to make themselves work ready by attending regular interviews with employment staff,

today he did not expect the proposals to come into force until the recession had ended. About
300,000 ESA claimants will be deemed to be too mentally or physical unfit to prepare for work.

sanctions apply according to the benefit claimed. /ppIn other proposals the Cabinet Office paper
suggests the power of public servants to use force may be strengthened. It argues that "the public

message about what we as a society are prepared to tolerate."/ppIt also suggests most family
intervention projects will reach 20,000 families with the most severe difficulties./ppThe paper
also proposes an alcohol code limiting "all you can drink" promotions, and setting conditions on
premises in particular local trouble hotspots. Lap dancing clubs will be reclassified as sex
establishments so local councils have greater scope to close them. Ministers are also to look at
preventing the clustering of betting shops. /ppThe paper draws heavily on the work of Louise Casey,
the former "respect tsar", now working in the Home Office, Liam Byrne, the former immigration
minister now co-ordinating much government policy from the Cabinet Office, and Hazel Blears, the
communities secretary and a strong advocate of community empowerment. /ppThe paper tries to put the
emphasis on fair rules in the context of the credit crunch. It says: "As everyone enters difficult

myself the other night explaining on IRC how the window manager and window decorator parts fit
together. There seems to be a misconception that Compiz requires Emerald. That is emfar/em from
true. There also seems to be confusion regarding what different kinds of themes do. So let's start
at the basics./p pThe three most common window managers in the Ubuntu world are Metacity, Compiz,
and Kwin. Yes, there are others, such as Enlightenment, Fluxbox, Xmonad, and Ion, but I'm not going
to go into why each of them rocks. Metacity is the default GNOME window manager. Kwin is the KDE
window manager. And then there's Compiz. Compiz is the compositing window manager that is enabled
in Ubuntu by default if your system can handle it. The function of the window manager is to draw
the windows in a certain place, with a certain size, and let them be movable and resizable./p pThen
you have the window decorator. This is where people get tripped up. The window decorator draws the
window borders. It is not necessary to move the window, since alt+clickamp;drag will still work
even when the window decorator has crashed. I think the confusion comes from the fact that Kwin and
Metacity have their decorators built in. Xmonad doesn't decorate windows at all. Compiz is a bit
more modular in this regard. It has always been able to use Metacity's themes for the window
borders. The window decorator in use when doing this is gtk-window-decorator. It can also use

Emerald was the window decorator for Beryl. Beryl merged back with Compiz a bit over a year ago. I
remember Quinnstorm telling me she hopes eventually to totally rewrite emerald, but that hasn't
happened. Well, earlier this year, after noticing some glitches with my friend's Nvidia card and
Emerald, I asked in #compiz-fusion and they said to stop using Emerald because it's not really
being developed anymore and they'd rather everyone just switch to either gtk-window-decorator or
kde-window-decorator. They did say that they were considering writing a replacement for Emerald,
but that hasn't happened either. acronym title=Masters of the UniverseMOTU/acronym tried removing
Emerald, I'm guessing due to its issues, but apparently a lot of people complained because they'd
rather have a window decorator that crashes 3 times a day./p pAnd now the last bit about themes. I
said before that Compiz can use Kwin and Metacity's themes just fine thanks to kde-window-decorator
and gtk-window-decorator. Some people are confused about what exactly comprises a Metacity theme
versus a GTK theme, especially since they are installed in the same place. A GTK theme controls how
buttons look, the colors of text, the window background, the scrollbars, and the menubar styles.
The Metacity theme just controls the window border's style. For KDE, the Qt theme does the buttons,
scrollbars, etc., and Kwin has its own themes for window borders, I think./pdiv

Next summer, you and all your so-called friends from Facebook and MySpace will be able to finally
meet in a giant arena, where you ill be able to play dating games, compete against each other in
Guitar Hero or Lacrosse, listen to live bands, or check out the modeling contest. The
event will be called ArenaFest, and
will eventually be held at 50 major sports arenas around the country. Next summer, it will start
with 10 arenas in places like Dallas, Detroit, Cleveland, Phoenix, and Anaheim.
ArenaFest will have several draws, including live sports, live music, and live contests. John
Ossenmacher, CEO of ArenaWorks Entertainment, which operates ArenaFest, calls it ” our
version of live social networking.” People who go will be able to interact with their
friends on Facebook and MySpace. And their friends on those social networks will be able to
interact with what’s going on inside the arena.
The sport at the event will be lacrosse, which is one of the fastest-growing
sports in the U.S. “We are basically building a brand new sports league targeted at
this 16-to-24 year old demographic,” says Ossenmacher. But that’s not all.
Live bands, both signed and unsigned acts, will play onstage. For the unsigned bands, ArenaWorks
is partnering with SellaBand, the site
where music
fans can fund unsigned bands. Since its launch in 2006, SellaBand has raised $3 million for
musicians to record nearly 30 albums. Now bands on the site will have a chance to tour as well.
They will be able to sign up to
apply for the ArenaFest slots. If they gather 200 fans, $10,000 towards an album, or the most
weekly votes, they get to proceed to Round 2 and play a local venue. The best of those will then
be screened by a professional jury, which will determine who will play at ArenaFest.
At ArenaFest, the audience will be encouraged to participate themselves through a variety of
contest stations, including a Lacrosse Challenge, Guitar Hero, Next Top Model (to lure the
ladies), Dodgeball, and Break Dancing (yes, break dancing). There will also be some sort of
dating game.
All of this will cost just $27.50 per ticket, and the whole thing will be repeated weekly
throughout the summer at the same venues to encourage the high school and college crowd to keep
coming back. “We are changing the whole philosophy of how the arena system works,”
says Ossenmacher. Fill up the cheap seats in between games.
