à l’Etat chinois que l’UE se passe de son avis sur les personnalités
qu’elle reçoit, on peut être en revanche dubitatif devant ce choix de faire du
cas tibétain une cause symbolique. La Chine a, entre autres, deux problèmes
qu’il convient de bien distinguer./p p class=MsoNormalLe premier, c’est son
Etat : autoritaire, violent, dirigiste, hostile à tout progrès des
libertés individuelles, politiques et religieuses. La grande majorité des chinois a
toutes les raisons d’être mécontente de ce régime./p p class=MsoNormalQue
faire, vu d’une démocratie libérale, pour aider les ressortissants d’une
dictature ? Il y a plusieurs doctrines, des plus interventionnistes qui
considèrent que l’on peut imposer de force un changement de régime, car la
démocratie, la liberté, l’Etat de droit et les droits de l’homme, quand
on y goûte, on devient accroc, aux plus isolationnistes, qui estiment qu’il ne faut pas
chercher à imposer nos valeurs à d’autres civilisations. Entre les deux, on
admet généralement qu’il est important de tenir un discours intransigeant.
D’une part, pour faire ihonte/i aux dirigeants en question sur la scène internationale
(mouais...). D’autre part, pour être entendu par la population concernée. On
peut penser que, d’une manière ou d’une autre, les chinois entendent les
messages critiquant la brutalité de leur régime. Entendre ce genre de messages peut
les inciter à s’opposer ou les encourager s’ils le font déjà. Or,
l’angle privilégié par lequel on attaque le régime chinois n’est
pas celui de sa brutalité vis-à-vis de sa population, mais un sujet sur lequel on
prend la population chinoise à rebrousse-poil : le Tibet./p p class=MsoNormalCar
le Tibet est un autre problème chinois, qu’il convient de bien distinguer du premier.
Certes, lorsque l’armée chinoise intervient contre des moines tibétains, elle
fait la preuve de son peu de respect pour la personne humaine. Mais c’est le cas au Tibet
comme ailleurs. Fondamentalement, la question tibétaine n’est pas différente de
toutes les situations dans lesquelles une région périphérique d’un grand
pays réclame son indépendance ou son autonomie. Le Tibet en Chine, c’est
l’Ossétie du sud en Géorgie, le Kurdistan en Iraq et en Turquie ou
l’Eelam Tamoul au Sri Lanka. Or, dans ce genre de situations, il y a deux
constantes : 1- la situation est souvent trop complexe pour désigner le camps
des gentils et le camps des méchants, et 2- la population de l’Etat central est
généralement irritée dans son patriotisme quand elle voit qu’une partie
du corps national se désolidarise du tout./p p class=MsoNormalCes deux points sont
remarquablement vrais dans le cas du Tibet. Pour le 1-, les rapports entre le Tibet et
l’empire chinois ont toujours été a
href=http://fr.wikipedia.org/wiki/Tibet#Rapports_entre_la_R.C3.A9publique_populaambigus/a, celui-ci
apportant son soutien administratif et militaire à une autorité religieuse dont elle
reconnaissait la légitimité. Dans ces conditions, les défenseurs de la cause
tibétaine peuvent expliquer que les troupes de Mao ont envahi un pays indépendant en
1950, tandis que d’autres, à l’instar de Jean-luc Mélenchon, rapprochent
cette invasion de la guerre en Vendée pendant la révolution Française, en
faisant une affaire sino-chinoise./p p class=MsoNormalAutre élément de
complication : selon la définition que l’on retient de ce qu’est le
Tibet, celui-ci peut représenter une partie substantielle de la superficie chinoise./p p
class=MsoNormalPar ailleurs, on peut être sceptique devant l’idée que
l’instauration d’une théocratie au Tibet serait un facteur de progrès des
droits de l’homme et de la démocratie./p p class=MsoNormalLe point 2-, pour sa part,
est très important dans le cas tibétain. C’est pour cette raison qu’il
est important de distinguer le problème posé par la brutalité du régime
chinois de la question tibétaine. Car, quoi qu’ils pensent de leur gouvernement, les
chinois n’ont pas du tout envie de se voir dépossédés d’une partie
de leur territoire. Il y a peut être des centaines de millions de chinois qui rêvent de
démocratie, et qui aiment entendre des messages de soutien contre la dictature qui les fait
souffrir, mais qui se sentent insultés quand ils entendent l’occident
s’époumoner aux cris de «Â free Tibet ». Lorsque,
quelques semaines avant les jeux olympiques, des extrémistes tibétains organisent des
pogroms en assassinant des commerçants dont le seul tort était d’être
chinois, l’armée chinoise, qui n’est pas tendre d’habitude, est intervenue
avec la barbarie qu’on imagine. L’occident s’insurge alors contre la
«Â répression », fournissant ainsi au régime
chinois de quoi soigner sa communication interne et sa cohésion nationale. Car une justice
respectueuse de l’Etat de droit aurait été moins expéditive, aurait
assuré le droit de la défense, aurait permis un procès équitable, mais
elle aurait néanmoins, et c’est heureux, réprimé de tels meurtres.
Voilà donc le message que les média officiels chinois ont fait passer à leur
opinion : «Â voyez ces extrémistes qui ont massacré des
chinois ? Eh bien sachez qu’ils sont défendus par l’occident qui
s’insurge de ce que nos militaires soient allés ramener
l’ordre ». Et lorsque le citoyen chinois cherche à s’informer
ailleurs que dans les média officiels, il voit qu’effectivement, l’occident
n’est intéressé que par la liberté du Tibet./p p class=MsoNormalSoyons
bien clair : mon argument n’est pas démographique. Il ne s’agit pas
de dire que les tibétains ont tort parce qu’ils sont moins nombreux que les chinois.
Je m’étonne juste de ce qu’on se mette à dos plus d’un milliard de
chinois en défendant une cause dont le bien fondé est peu évident, alors
qu’on pourrait s’attirer leur sympathie en défendant leur liberté, au
moins en paroles. L’explication est peut-être que la motivation des défenseurs
de la cause tibétaine est moins la promotion des droits de l’homme que la fascination
ésotérique qu’inspirent à des occidentaux désenchantés des
moines qui parviennent à trouver leur équilibre intérieur en
s’emmitouflant dans des draps jaunes et en faisant
«Â hooooom » toute la journée./p p class=MsoNormalPour
les défenseurs de la modernité, en revanche, il me semblerait opportun de remplacer
le «Â free Tibet » par un «Â Free a

have so many students in grade 8 this year I thought I should address this issue. If you can play,
you can be in a band. High School is always a melting pot of different bands assembled by students.
I remember being one of the few piano players (I think there were about 3 in my high school), and
because of this I was invited to ‘jam’. The reason I was invited to jam
was because I didnÂ’t hide the fact that I could play, I exploited it and played every
chance I could get. Through my shameless self promotion I became visible, so I was invited to play.
This is really what you need to do: make yourself known as a musician. Assembling a band is usually
a gradual process but as you network and your band mates network, your trio can grow to a 5 or 6
piece band. The great thing about being in a band in high school is all the available gigs you can
do. In high school my band did every ‘Battle of the Bands’ as well as
concerts put on by students at various venues outside of school. Whoo! Staying out late!. It is
important to note that a lot of high school gigs donÂ’t pay, sorry, they
donÂ’t. The experience of making music in a group setting is what is important. Private
music instruction was the foundation of my musical technique, but playing live is where I learned
