don#39;t have to be built within actual containers. The distinguishing features are that zones are
built with different densities, reducing initial costs, and each pod or zone is self-contained with

MovieX, a very large BitTorrent site which made the headlines last year for its controversial
tracker policy, has been shut down by Australian police. The site, thought to have as many as
400,000 users, is being blamed for the ‘transfer’ of 14 million movies and TV shows.
So far, two people have been arrested.
Last year, semi-private BitTorrent site MovieX
hit the
headlines after it was accused of diverting upload bandwidth from users of The Pirate Bay, to
its own tracker. Non-members of MovieX were allowed to upload to MovieX members but were not
allowed to download from them. This move wasn’t appreciated by a large proportion of the
BitTorrent community.
Today, the site has bigger things to worry about. A press release from AFACT, (Australian
Federation Against Copyright Theft) has proclaimed the death of a huge site, but stopped short of
naming it.

According to Australian Federal Police who shut down the site following an AFACT investigation,
two Brisbane men from the same family - a 21 year-old and a 27 year-old (thought to be brothers)
were arrested yesterday.
A bank account containing around AUS$54,000 (US $35,000) was frozen after the police alleged the
money was proceeds from the site. Investigators close to the inquiry claim the site generated
around AUS$10,000 (US $6,450) each month, with many users donating $10 a month for VIP access to
direct-download material, which was separate from the site’s BitTorrent tracker. Other bank
accounts connected to the site are currently under investigation. Computer equipment was also
seized with a storage capacity of 2 terabytes.
“BitTorrent is a legitimate and efficient software for sharing files but, like any tool, it
can be misused,”
noted Neil Gane, AFACT’s Director of Operations.
Andrew Traucki who directed the Aussie movie Black Water has been getting in on the action,
“applauding” the closure of the site. “Being a low budget film I didn’t
get paid much and hoped to make some money for all my effort from the films’ sales. The
fact that Black Water had been pirated and was online within days of being finished is upsetting.
How are Australian film producers like me meant to make a living from our films if people pirate
the film and watch it for free?”
However, although the movie was available for download via MovieX, things probably aren’t
as bad as Traucki is now making out. As recently as August this year, Traucki said that he was
delighted with the success of the movie, telling DVDindustry, “We wanted to
make a film with international appeal and obviously we’ve succeeded,” going on to
note that the movie had enjoyed “a remarkable sales ride”.
Penalties for commercial copyright crimes in Australia can amount to $60,000 and 5 years in jail
for each offense.

prise de conscience de la nécessité de nouveaux modes de couverture pour respecter
les droits fondamentaux avec la création de la couverture maladie universelle (CMU) ou du
droit au logement opposable (DALO), voire d'un éventuel droit opposable à la garde
d'enfant. Cependant les réponses apportées ne sont pas complètement
convaincantes. Ainsi, la CMU complémentaire couvre les personnes les plus précaires
mais en exclut d'autres en difficulté qui dépassent le plafond

les complémentaires est, en outre, la prise en charge des dépassements

grave, l'hôpital assure une bonne prise en charge et dans des conditions
financièrement égalitaires. Des nuances sont à apporter avec le forfait
journalier et certains tickets modérateurs pour les hospitalisations longues ou
récurrentes mais ceux-ci sont souvent pris en charge par les mutuelles./p p class=spipL'un
des problèmes concerne la répartition géographique de l'offre de soins.
Certaines régions sont largement sous-dotées mais même lorsque l'offre est
présente elle n'est pas toujours accessible financièrement pour les ménages
modestes. Ils y a des départements où les spécialistes pratiquent en grande
majorité des dépassements d'honoraires./p p class=spipNous sommes dans un
système à triple étage. Les cas les plus lourds sont pris en charge à
100 % par la Sécurité sociale (actes lourds, affectations de longue durée).
Les consommations de services plus « légers » ont tendance à être
laissés, et parfois par segments entiers (optique, dentaire), aux mutuelles et autres
complémentaires santé, dans des conditions inégalitaires, et parfois
dérégulées pour les dispositifs médicaux comme le notait le Haut
Conseil pour l'avenir de l'assurance maladie. Enfin, la CMU maintient un filet de
sécurité pour les plus pauvres./p p class=spipOr, si la CMU complémentaire
s'avère être plutôt efficace pour limiter les renoncements aux soins, elle se
heurte à un problème de ciblage. Son seuil d'éligibilité exclut une
partie des personnes en difficulté et l'aide à l'acquisition d'une mutuelle pour les
ménages modestes n'atteint pas son public potentiel car elle n'en compense pas suffisamment
le coût./p p class=spipDe plus, les bénéficiaires de la CMU sont parfois en
butte à des refus de soins. Plusieurs enquêtes l'indiquent. D'autres études
mettent aussi en lumière un phénomène de concentration de ces patients chez
des médecins pratiquant dans des zones où vivent de nombreux
bénéficiaires de la CMU. Les titulaires de la CMU les consultent même s'ils
n'habitent pas forcément ces zones, parce qu'ils savent qu'ils seront reçus plus

Gordon Brown yesterday when he unveiled a plan to let people affected by the economic downturn take
a two-year mortgage interest payment holiday./ppThe intervention was aimed at removing the prospect

if they lose their jobs or take a big cut in their income. It is also designed to show that Labour

without the government's intervention, repossessions were set to increase to 75,000 next year,
hitting levels last seen in 1991, the worst year of the previous recession./ppEight banks and
building societies, covering 70% of the mortgage market, have agreed to allow families struggling
with mortgage payments the right to defer all, or part, of their interest payments for two years.
The government will underwrite the scheme./ppBrown's surprise was sprung during the debate on a
relatively sparse Queen's speech and followed secret Treasury talks with the building societies and
banks. Many details, including the qualification rules, have yet to be finalised but officials
denied the institutions had been bounced into a premature agreement to provide Brown with some
gloss on a grey Queen's speech, which was almost overshadowed yesterday by the war of words between
police and parliament over the raids on Conservative MP Damian Green's office./ppThe prime minister
said the scheme would cover any household which suffered a redundancy or "significant loss of
income". This would, for the first time, extend help to households where one family member loses
their job and the other remains in work./ppThe Treasury plans for the scheme to apply to mortgages
up to £400,000, and would probably kick in where the applicants have savings of less than
£16,000./ppThe government has estimated that the cost of guaranteeing the delayed mortgage
payments would add a £1bn contingent liability to government borrowing, but only cost
£100m directly in eventual defaults. Building societies and banks would act as gatekeepers of
the scheme, deciding whether the request to defer mortgage payments was justified. No definition of
"a significant loss of income" was provided yesterday, but government officials said it might cover
someone forced to take a less well-paid job or less in overtime./ppTreasury officials said the
numbers liable for help would not be so large as to damage the mortgage insurance industry. The
help was designed to lift the fear of repossession for those facing job insecurity. Those in safe
jobs were going to enjoy falling mortgages, officials said./ppThe move comes as the Bank of England
is expected to cut its base rate today. The markets expect a cut of one to two percentage points
from the current rate of 3%. A cut of 1.5 points would take the rate lower than it has been since

or severe loss of income as a result of the downturn will be able to defer a proportion of their
interest payments for up to two years as they get their family finances back on track."/ppThe
Council of Mortgage Lenders said: "It is not a charter for 'won't pay' borrowers to avoid their
responsibilities, but it will provide welcome reassurance to the vast majority of borrowers that
the government and lenders are doing all they can ... to help those customers who 'can't pay' due
to a change in circumstances."/ppBrown said the measure was in addition to protection for the
unemployed, who can claim help to meet interest payments after 13 weeks./ppTreasury officials said
banks and building societies would not suffer a serious loss of income as a result of the
deferment. Brown also confirmed that the code on how banks treat business would be put on a
statutory basis. Banks who fell foul of the code could face a range of sanctions, including
fines./ppA total of 14 bills were revealed in the Queen's speech yesterday, including two carried
over from the previous parliament. Overall, it represented the shortest legislative programme since
the government came to power./ppThe programme takes in a new constitution for the NHS, confirmation
of a right to seek flexible working for parents, and wider sanctions on the unemployed to make

night out". Health department officials denied ministers had dropped plans to ban cigarette

Motivation: A genome-wide ChIP-chip tiling array study requires millions of
simultaneous comparisons of hybridization for significance. Controlling the false positive rate
in genome-wide tiling array studies is very important, because the number of computationally
identified regions can easily go beyond the capability of experimental verification. No accurate
and efficient method exists for evaluating statistical significance in tiling arrays. The
Bonferroni method is overly conservative and the permutation test is time consuming for
genome-wide studies.
Result: Motivated by the Poisson clumping heuristic, we propose an accurate and
efficient method for evaluating statistical significance in genome-wide ChIP-chip tiling arrays.
The method works accurately for any large number of multiple comparisons, and the computational
cost for evaluating P-values does not increase with the total number of tests. Based on
a moving window approach, we demonstrate how to combine results using various window sizes to
increase the detection power while maintaining a specified type I error rate. We further
introduce a new false discovery rate control that is more appropriate in measuring the false
proportion of binding intervals in tiling array analysis. Our method is general and can be
applied to many large-scale genomic and genetic studies.

clause in its home loans allowing it to change borrowers' rates./ppThe Bank of England's monetary
policy committee (MPC) is widely expected to reduce the base rate by between 0.5% and 1% when it
announces the result of its two-day meeting tomorrow. But clauses in some tracker mortgages will
mean lenders no longer have to pass on the cut to their customers, while those on standard variable
rate (SVR) deals are also unlikely to benefit from the full reduction./ppDespite the fact that
tracker deals automatically move up and down in line with the base rate, some have so-called floors
or collars which state that lenders will stop passing on rate cuts once the base rate falls below a
certain level./ppOn Nationwide deals a collar kicks in when a
href="http://www.guardian.co.uk/money/2008/nov/01/mortgages-property"official interest rates fall
below 2.75%/a, while on a Skipton or Yorkshire building society tracker the cut off point is
3%./ppRay Boulger, senior technical manager at mortgage broker John Charcol, said up to 1.2 million
people - a sizeable proportion of the estimated 3.9 million who have tracker deals - may not see
the full reduction passed on to them./ppHe said up to 600,000 people had tracker mortgages with
lenders such as Nationwide and Skipton, while up to a further 600,000 have a tracker deal with
Halifax, which may choose to exercise its option not to pass on the rate cut in
full./ph2Halifax/h2pThe small print in Halifax's mortgage gives it the option not to pass on all or
any cut once the base rate falls below 3%. It tells customers: "We can also change the tracker
margin to your disadvantage, but only at a time when the tracker base rate is less than 3% per
year. /pp"By 'to your disadvantage' we mean increasing the tracker margin where it is positive or
zero, reducing the tracker margin where it is negative, or changing a negative tracker margin to a
positive one." /ppHowever, comments made yesterday by a representative of the City watchdog, the
Financial Services Authority (FSA), suggest the bank could be in trouble if it a
href="http://www.guardian.co.uk/money/2008/dec/02/mortgages-banks"tries to implement the
clause/a./ppJon Pain, the FSA's retail markets managing director, told the Council of Mortgage
Lenders annual conference that while tracker interest rate collars could be a legitimate term of a
mortgage, "it can only be if it is clear and unambiguous to the consumer, and is consistently and
prominently spelt out in the initial KFI [key facts illustration] and offer document throughout the
sales process"./ppA spokesman for the FSA said it would not comment on individual companies, but it
seems likely Halifax will be under pressure to pass on any reduction in full. /ppIf it doesn't,
Boulger said it could face a legal challenge from borrowers. "I had a call last week from one
borrower with a large Halifax lifetime tracker mortgage who said he would do just that," he
said./ph2Standard variable rates/h2pBorrowers on SVRs are also unlikely to benefit from the full
reduction. Lloyds TSB, which also lends under the Cheltenham Gloucester brand, is the only major
lender which links its SVR to the Bank base rate. /ppIts terms and conditions pledge that its SVR
will never be more than 2% above the base rate, which means it could fall as low as 4% if the MPC
does opt for a full 1% cut./ppLast month, a number of major lenders were quick to reduce their SVR
by the full 1.5% after coming under pressure from the government, but many others only passed on
smaller cuts./ppOverall, 87 out of 95 lenders with an SVR passed on some of the reduction, but 57
did not pass it on in full, with some only reducing their rates by 0.25%. The Woolwich, Barclays'
lending arm, has not passed on anything./ppLouise Cuming, head of mortgages at
moneysupermarket.com, said: "If we see a 1% cut to [an overall rate of] 2%, it will be very, very
difficult for lenders to pass that on./pp"They have to have an eye on profitability and 2008 has
been about lenders wanting to get profit rather than volume lending."/ppBoulger agreed, saying that
if rates were cut by 1% he would expect lenders to pass on between 0.25% to 0.5% to SVR customers,
unless the government puts pressure on the major lenders to pass on the cut in full again./ppIf the
MPC cuts interest rates by 0.5% and lenders pass on the reduction in full it would save borrowers
with a typical £150,000 mortgage around £43 a month, while a 1% reduction would reduce
