ve3d.ign.com is reporting that Steam is offering refunds on a case-by-case basis for those having issues with GTA IV PC. Rockstar have also offered various solutions to a range of bugs which you can see here.

Rockstar has responded to the slew of bugs found in the PC version of Grand Theft Auto IV. Shacknews has also posted a lengthy list of error codes and what they mean.
